Consultation on proposal to expand Newport Primary School by 1FE

Background information
You may be aware that Waltham Forest has seen a significant rise in the birth rate as well as lots of new families coming into the borough in recent years. This means that there are now insufficient primary school places in the borough to deal with the demand.
Local Authorities (LA) have a statutory duty to secure sufficient school places within its area. Waltham Forest Council has already consulted on and is implementing the first two phases of permanent primary expansions, to expand the schools listed below.

A second phase of proposed permanent primary expansions identifies further schools for possible permanent expansion.
This includes a proposal to expand Newport Primary School from 3FE to 4FE.

School places in Leyton
As a result of the rising birth rate in the Leyton South planning area, the projected Reception intake is also on the rise. From 2012/13 onwards the current places in the schools in this area are not sufficient to meet demand for the Reception intake.
Newport Primary School has already taken an extra Reception class in 2011. This proposal would allow new permanent places to become available from September 2012.
Proposal
The proposal for Newport Primary School is to enlarge the school to increase the physical capacity by one form of entry. The number of pupils to be admitted to the school into Reception from 1 September 2012, and subsequent years, would increase from 90 to 120. The number of pupils to be admitted to the nursery will remain at 52 full time equivalent places.
What will be done to the building?
The council will assess the school and ensure that adaptation, refurbishment and any necessary internal or external building work will be undertaken to deliver good quality teaching and learning environments.

Any other interested parties (e.g. Dioceses, Early Years)
We will also be consulting all school and nursery staff, the trades unions, local voluntary organisations including the Race Equality Council, faith groups and the general public, as far as is practicable.
What happens next?
At the end of this consultation period the Council will consider the responses. If the Council decides to go ahead with the proposal, a statutory notice will be published. There would then be a final opportunity for you to give your views and comments on the proposal. At the end of the final consultation stage, the Council will make a decision on whether to implement the proposal.

This period of consultation will close on 5 February 2012 at 5pm. This is an opportunity for you to comment on the proposal, to express your view and to make suggestions and observations.

Proposal to expand Newport Primary School by 1FE from September 2012
In order to address the current need for primary school places, the Council has announced a consultation on proposals to expand permanently a number of primary schools from September 2012 to create additional primary places.
The proposal for Newport Primary School is to expand by 1FE to 4FE. Statutory consultation on these proposals will run from 9 January - 5 February 2012, and this is an opportunity for you to comment on the proposals. A consultation document giving more detail on the consultation process is available at schools, in libraries, and other council buildings, and on the council’s and schools’ websites.
This school will be taking an additional Reception class for September 2012. Places at the school in subsequent years will be determined by the outcome of the consultation and statutory processes.
